“The unidentified surfer went underwater after being hit by waves and did not surface, according to a friend who was also out surfing at the beach.”

This statement is not true.
The search was for a living waterman in trouble.

Nobody saw where he went. He could have possibly made to
an isolated beach.
It was very rough. 4 to 6 ft. waves. Rising tide.
