Seems like a pretty irrelevant topic these days (buying covers) because a print magazine cover is a pimple on the ass of a massive digital media landscape for snowboarding coverage.
I wasn’t there in ’97, but I was for many years previous. I can say that there were much more “above board” ways of increasing, if not guaranteeing substantial magazine coverage. The well financed companies and riders knew the formula:
1. Plan a trip and invite senior photographers/writers for the magazine on the trip. Perhaps add a token rider from another company to the trip to make it seem more legit. The magazine never funded the travel for the riders, only the writers/photographers. So whoever had the $ would go on the trips.
2. Hire a magazine senior photographer to do your commercial shoots. Let the photographer keep the “extras” to distribute to the magazines.
